The history of Fox Hill dates back to 1885, when James J. Hill teamed up with St. Paul and Pacific Railway Company to merge the Great Northern and Northern Pacific Railways. The outcome of the merger was the Dakota Rail and what we know today as the Dakota Rail Regional Trail. The railway was originally intended to bring tourists to Lake Minnetonka, and later was utilized by freight trains. The Dakota Rail moved wheat and raw materials from Central Minnesota to flour mills and factories in Minneapolis. The railway operated from 1885 until 2001. In 2008, Hennepin County began transforming the former rail corridor behind the Fox Hill neighborhood into the Dakota Rail Regional Trail, offering a scenic recreational space for the community.
